Or to put it another way, is it possible to use a Pixelbook or iPad Pro to program a RenPy game? I presume to actually do the build for Android I would still have to move the finished game back to a PC, but would love to be able to work on the road or at least away from home.

TIA,
Ewan

Disclaimer: opinion based on experience with Android

Short answer: yes with limits

Long answer: You can only go so far as scripting your game and creating assets (art, music, video)
As to testing or building a distribution; that will need to be done on an actual computer and not ARM based devices.

I referr you to the changelog

OK, appreciate the info. Figured the distro would need a "full fledged" OS, but if I can't even run for test, then I suspect I will need to consider something with a bit more oomph to replace my Chromebook Plus. Thanks!

You could plausibly use crouton to turn your chromebook into a Linux PC, but you'd be very limited.
