I would like to personally recommend Tasha! I've commissioned her many times for art of my UTAU twins, and they came out excellent every time! I love her style of shading. She is also very thorough, and will give you progress reports every step of the way, constantly making sure everything looks right... she'll even offer to make any needed changes after she's finished! (But by then it's already perfect!) You will love working with her ^^
