Adding Users / Rules

I've appointed Voight-Kampff the leader of this forum. He can add new members by:
- Clicking "User Control Panel".
- Clicking "Usergroups".
- Clicking "Manage Groups".
- Clicking "Manage Users".
- Adding a user to the box at the bottom.
- Clicking "Submit".
