Any modern entry-level laptop should be able to play the latest visual novel games since even netbooks have no trouble handling them. I'd recommend an Emachines laptop, which is both cheap and functional.

Looks quite useful at a glance, but it's really not something that isn't already present in some software that isn't particularly aimed at creating manga art. The cel-shaded 3D hentai games by Illusion and Teatime (Schoolmate, Artificial Girl, Love Death series) come to mind.

I don't know about Malaysia in particular, but you might want to wait for the upcoming Fate/Extra which will be available in English and seems to be quite similar to P3P as far as gameplay is concerned.
